Permission to Travel Form for Minors


Both parents should sign a notarized consent to travel if their child is traveling internationally.  This requirement applies if you are married and leaving a spouse behind to work; grandparents taking grandchildren on vacation; same-sex couples with adopted children; a divorced parent on a trip to Europe, even a military family uniting for the holidays. 
The traveling parent or guardian should carry a notarized copy of the proper Children’s Consent Forms or Permission to Travel documentation.

These regulations apply to minors under 18 who are leaving the United States with school groups, teen tours, or friends on a vacation.

If you have sole custody, provide a copy of the relevant paperwork such as a death certificate or court order.



Specify the child’s full name and address, the names and addresses of both parents, the names, and addresses of the adults traveling with the child, the authorized destination countries and the dates of the trip.

Prisontalk- A Resource for Jail Inmate Relatives & Friends




PrisonTalk is an on-line information website designed to provide information and resources to families with incarcerated relatives or friends.  The concept of PrisonTalk Online web community was conceived in a prison cell and developed in a halfway house. 

The website is funded by donations from families of ex-offenders.  The site allows those with an interest in the prisoner support community a forum in where their issues and concerns may be addressed by others in similar situations.  

The website has a forum that allows a discussion of questions of public interest; a blog that features various noteworthy topics; a chatroom for topics on a specific subject, and an on-line store that monetarily supports prison families and prison reform efforts., etc.

How Can I Obtain the Signature of an Inmate on a Legal Document?

At various times, it is necessary to obtain the signature of an inmate on a legal document.  For example, a power of attorney form may be needed in the event the inmate wants to assign a friend or relative to handle business transaction/s.  

Other types of legal forms that require a notary are the Inability to Appear, Divorce Decree, Trust Deed or Health Care Directive forms.

A Mobile Notary can assist with obtaining the signature of an inmate detained in a detention center (jail).  


If you do not have the individual’s driver license or passport, the Notary Public can now accept the following identification: 1) An inmate identification card issued by the California Department of Corrections and Rehabilitation, if the inmate is in custody in California state prison; 2) Any form of inmate identification issued by a sheriff’s department, if the inmate is in custody in a local detention facility.

How to Marry Someone in Jail




Following are a few tips for those considering a marriage to their loved one in jail.
  •     Have all paper work ready For the County Clerk Office:  Notarized Copy of Affidavit of Inability to Appear, Certified Copy of Birth Certificates, Driver’s License or government i.d., and Proof of Incarceration.
  •     Do your research: Many jails will not allow you to have large numbers of guest attending, and may also have dress codes for you to abide by.
o   Each jail has a different marriage process. It behooves the bride/groom to find out what the requirements are where the individual is being held .

Clients make Detention Center Appointments Worth It





I met a client this week in the early AM to complete paperwork for a detention/jail marriage.  We were hurriedly trying to get all of the documents filled out and signed by the inmate before the chaplain’s imposed deadline.

Going to the detention centers is not always an easy experience.  Throughout Riverside and San Bernardino counties, the rules vary and they change often - sometimes without the awareness of the desk officers.  The procedures are even different for detention centers within the same county.  Needless to say, an official visit can be unnecessarily frustrating. 

This time around after driving over 83 miles to Adelanto Detention Center, the official visit went very smoothly.  I showed my i.d. and shortly thereafter, I was in an attorney’s booth with the inmate.  He willingly signed the Inability to Appear and marriage application.

I handed the completed documents to the client and she insisted upon taking me to lunch.  That was a pleasant surprise!!!  We ate lunch at a local Denny’s restaurant.  During lunch I was entertained with stories of her life and work experiences.  Before she retired, she was a jailer.  She was quite the interesting person and she loves cats.  She told me that she has six of them!

It was a pleasure meeting her and conducting business.  In my interactions and travels, I meet many memorable people.  They truly are the highlight of the notary profession.
